EU、イギリスの離脱防ぐ改革案を全会一致で合意 英・国民投票は前倒しに

欧州連合(EU)は2月19日、ブリュッセルでの首脳会議で、イギリスのEUからの離脱を防ぐ鍵を握る改革案について、全会一致で合意した。イギリスが移民に給付する社会保障費を制限できるなど、EU各国が大幅に譲歩した内容だ。これを受けてキャメロン首相は、EU離脱を問う国民投票を6月下旬にも設定すると見られる。BBCなどが報じた。

EUからの移民の流入が増えたことで、イギリスでは雇用情勢や財政への影響を理由に、国民の対EU・移民感情が悪化。EU離脱と移民規制を掲げるイギリス独立党(UKIP)が支持を集めていた

キャメロン首相は2015年の総選挙で、EU残留を問う国民投票を2017年に実施すると公約に掲げて辛くも単独過半数を確保。キャメロン首相はイギリスのEU残留を望んでいるため、国民投票を有利な状況で迎えようと、イギリスとしてのEU改革案をまとめていた。「この条件があるなら、EUから離脱をしなくても良い」と考える国民が増えることを目指した格好だ。

朝日新聞デジタル毎日新聞によると、合意に至ったのは、「移民労働者の流入が例外的に増えた場合、緊急措置として、低所得者向けの税控除などの社会保障を入国後最大4年間制限できる」ことや「共通通貨ユーロを採用する国々の金融関連の政策について、英国など『非ユーロ圏』が1カ国でも反対すればEUの加盟国で協議する」こと、「各国議会に事実上の法案拒否権を認める」ことなどだった。これらは国民投票でイギリスがEU残留を決めた際に、効力を持つ

これらの改革案に対し、イギリスに移住する労働者が多いポーランドやハンガリーなど東欧諸国は、社会保障費の制限は権利を損ねるものだなどとして当初は反発していた。

今回の合意について、キャメロン首相は記者会見で、「EUにおいて、イギリスに特別の地位を与える合意を交渉で勝ち取った」とコメント。「合意を得た今、EUにとどまるべきだ」などと述べた。

一方、EU離脱を目指すUKIPのファラージ党首はTwitterで「哀れな合意だ」などとコメントした。

本当に哀れな交渉だ。EUを離脱しよう。私たちの国境をコントロールし、私たちの国を維持し、そして、ブリュッセルへの毎日5500万ポンド(約89億円)の提供をやめよう
