ウクライナ東部ドネツクで1月22日、バス停に砲撃があり、バスの乗客や近くにいた13人が死亡した。ウクライナ東部では、一時は小康状態となっていた政府軍と親ロシア派の戦闘が激しさを増しており、住民の犠牲者が増えている。毎日新聞などが報じた。

22日の砲撃はドネツク市南部レーニン地区で起き、バスや乗用車が大破した。近距離で用いられる迫撃砲によるとみられている。親露派側は「政府軍の破壊工作グループの攻撃の可能性が高い」と主張し、その一部を拘束したと発表した。

■空港掌握巡り親ロシア派と政府軍の戦闘激化

ウクライナ東部では、2014年9月の停戦合意以降も、支配地域拡大を狙う親ロシア派勢力とウクライナ政府軍の戦闘が激化している。2015年1月には、ドネツクで戦略上の重要拠点となる国際空港をめぐり争奪戦が激化。1月19日は双方に死傷者が相次いだ

ウクライナのポロシェンコ大統領は21日、ロシアが親ロシア派を支援するために兵士9000人をウクライナ東部に派遣していると非難。2014年9月にベラルーシで結ばれた和平計画の順守を求めた。

これらを受け、21日深夜、ウクライナとロシア、それにフランス、ドイツの4カ国の外相がベルリンで会談。安定した停戦につなげるために、対立する両陣営に、最前線から重火器を早急に撤去させる方針で合意した。ただ、親ロシア派は会談に参加しておらず、合意が守られるかは不透明だとされていた。

ウクライナ政府軍は22日、親ロシア派が空港を制圧したことを認め、政府軍を空港から撤退させたと発表した。新ロシア派が重要拠点を押さえたことで、ウクライナからの分離・独立の動きがさらに強まる可能性もある。

■住民も連日犠牲に

双方の衝突が激しくなるに従い住宅や商店、病院なども砲撃の被害を受け、住民の間にも連日死者が出ている。1月13日、政府軍側の検問所を通過中の民間路線バスがロケット砲の攻撃を受け、市民12人が死亡した。

20日にはドネツクの住民5人が死亡し、26人がけが。21日にはドネツク隣のルガンスク州で、砲撃によって住民4人が死亡、8人がけがをしたとされる。

停戦監視に当たる欧州安保協力機構(OSCE)の報道官は22日、2014年4月にウクライナ東部で親ロシア派と以降、住民を含む5000人以上が死亡、1万人以上が負傷したと明らかにした
