厳格な情報統制国家の北朝鮮では、海外メディアの入国取材自体に大きな制約がある。

36年ぶりとなる北朝鮮の朝鮮労働党第7回大会が5月6日午前、開幕したとみられる。党大会取材のため現地入りしたNHKなど日本メディアが「当局者」の話として「始まったという見方を示した」と伝えている。

現地で取材している時事通信によると、日本を含む海外メディア約120人には「直前まで本来の行き先を知らせない」「離れた場所からの外観撮影が認められただけ。内部の取材は一切許可せず、開幕式の模様を公開しなかった」という。

1980年の朝鮮労働党大会で、初めて公の場に姿を現した金正日氏

36年前の前回党大会は、金正日総書記が初めて国家の表舞台に登場し、後継者として認知された。当時の朝日新聞は、現地で取材した様子を以下のように伝えている。(当時の表記は「金正一」とされていた)

【平壌十日=猪狩特派員】金日成北朝鮮主席の後継者として十日、実質的に内外に紹介された金正一氏は、金日成主席と朝鮮労働党最高首脳、外国国家元首ら十三人の最前列の右側に座った。(中略)大会場の各国代表団のメンバーがいち早く同氏に気付き、あちこちで「キム・ジョンイル」のささやきがもれる。

初めて見た金正一氏は、父主席に似た体つきをしているが、予想したより小柄。しかし父主席と同じ灰色の服を着、やはりメガネをかけているので、一層似た感じになっている。

金日成主席の長文の中央委員会報告が続くと金正一氏の手元には次々に書類が届き、そのたびにメガネをはずしてそれに見入っていた。(朝日新聞1980年10月11日付朝刊より)

今回は外国使節団の訪問も確認されておらず、会場内部の取材も許可されていないなど、大きな違いがある。

■何がそんなに重要なのか?

旧ソ連や中国などと同様、社会主義国の北朝鮮は、朝鮮労働党が国家を指導(領導)すると憲法で定められている。党大会は、党の幹部人事や国家政策の基本路線などを決める重要な大会で、かつては5年ごとの開催が決められていたが、故・金日成主席時代の1980年10月を最後に開かれておらず、故・金正日総書記が国家の最高位にあった1997~2011年には一度も開かれなかった。経済的な苦境に加え、「先軍政治」として国家の統治に軍を重視した故・金正日総書記の方針転換もあったとみられる。

金正日氏の息子・金正恩氏が後継者として「第1書記」に就任してからまる4年。核開発やミサイル開発などを背景に、名実ともに後継者として独裁的な地位を内外にアピールする内容になるとみられる。高齢化した党幹部の若返りや、厳しい経済難を打開する経済政策が打ち出されるのか、ウォッチャーたちは注目している。

毎日新聞など各国メディアは、過去の前例にならい、前回大会からの事業内容を金正恩第1書記が総括すること、党規約改正、新たな党中央委員や書記などの人事があると予想している。

厳格な情報統制国家の北朝鮮では、海外メディアの入国取材自体に大きな制約がある。今回、北朝鮮当局は党大会を取材する海外メディアの入国を一部許可したが、日程は一切知らせていないという。
