アメリカのオバマ大統領とキューバのラウル・カストロ国家評議会議長は4月11日、米州首脳会議が行われているパナマで、1961年の国交断絶以来初となる首脳会談を行った。

ロイターによると、首脳会談は1956年のアメリカのアイゼンハワー大統領とキューバ革命前の指導者バティスタ大統領との間で行われて以来59年ぶり。両国の間で本格的な首脳級会談が行われたのは、キューバ革命後の1959年4月、ラウル・カストロ氏の兄でキューバ革命の指導者フィデル・カストロ首相(当時)とニクソン副大統領(当時)の会談以来となる。両国は61年に国交断絶した。

現地パナマで米州首脳会議の取材にあたっているホワイトハウス担当の記者によると、オバマ大統領とラウル・カストロ議長はコンベンションセンターの小さな一室で「世界の首脳をホワイトハウスの大統領執務室で迎える時と同じように配置された」席に隣り合わせで会談に臨んだ。

会談の冒頭でオバマ大統領は「これは明らかに歴史的な会談だ」と述べた。キューバに対する50年に及ぶ禁輸措置を経て、「我々が新しいことに取り組む時だ。つまり、我々がキューバ政府、そしてキューバ国民とより直接的に関わることが重要だ。そして結果として、我々は今未来に向かって歩むことができる。そして両国の交流を困難にしていた過去のしがらみを振り切ることができると思う」

オバマ大統領の発言に続き、ラウル・カストロ議長は両国間に「尊重すべき考え方の違いがある」とし、次のように述べた。

「我々はいくつかの点で合意できることがある。合意できないこともあるかもしれない。しかし、オバマ大統領が今言ったことの中で全面的に同意するのは、我々の間には見解の相違がある、ということだ。勘違いをしてはいけない。我々の間には相違があることは間違いない。両国の間には長く、複雑な歴史がある。しかし、オバマ大統領が言ったように、我々には前に進む意志がある」

アメリカとキューバの間で新たに芽生えた雪解けムードのなか、ラウル・カストロ議長は「両国は大使館を置く。そして訪問し、人と人との交流を行う」と述べた

AP通信によると、ラウル・カストロ議長は「あらゆることが議題になる」と述べ、人権問題や報道の自由についても議論されるとした。

10日には両首脳が2013年の故ネルソン・マンデラ南アフリカ大統領の葬儀以来2度目となる挨拶と握手を行った。ホワイトハウス交換はこの顔合わせは「非公式な接触で、2人の間で実質的な会話は交わされなかった」としていた。
