ブラッター氏が会長再選の理由とは? FIFA汚職事件でも責任問われず

ブラッター氏の責任を問う声も上がる中で、国際サッカー連盟(FIFA)の会長に再選したのはなぜか? その理由を調べてみた。

副会長ら複数の幹部が汚職容疑で逮捕されたことで激震が走る国際サッカー連盟(FIFA)。5月29日にスイス・チューリヒで会長選が行われたが、現職のゼップ・ブラッター会長が再選を果たした

1998年から17年も続く長期政権は盤石で、2019年までの4年間、FIFAの運営を引き続き担うことになった。ブラッター会長の責任を問う声も上がる中で、再選したのはなぜか? その理由を調べてみた。

■ワールドカップの放送権で莫大な資金

FIFAの会長選は、ヨルダン協会長のアリ・ビン・フセイン王子との一騎打ちとなった。結果は、ブラッター会長が133票を獲得し、アリ王子の73票に圧勝した。汚職事件の渦中でも、トップの責任を問う声は組織全体としては高まらず、アフリカ連盟(54協会)やアジア連盟(46協会)、南米連盟(10協会)などに広がるブラッター氏の支持基盤は揺るがなかった

その背景には、ブラッター氏が、ワールドカップをビジネスとして推進して、FIFAの財政を安定化させたという実績があるようだ。テレビ放映権料などで得た膨大な資金を元にアフリカやアジア、オセアニアなどのサッカー新興国に援助するという手法で、支持基盤を強固なものにしてきたという。朝日新聞デジタルでは、ブラッター氏について次のように解説している。

98年に会長に就任すると、世界中で試合を見てもらうために安価で販売していたテレビ放映権を衛星放送などに高く販売。放映権料は大会を追うごとに高くなり、14年W杯ブラジル大会では放映権と商標権だけで40億ドル(約5千億円)の収入を得られるほどに育てた。FIFAの財源をふくらませた功労者だ。

W杯からの収入を元手に始めた「ゴールプログラム」は、貧しい地域にグラウンドを整備したり、女子サッカーの普及に力を入れたりと、自力で資金を捻出できないところへ、W杯で稼いだ富を再分配した。

日本でも09年9月にゴールプログラムの助成(約7600万円)を受けて福島・Jヴィレッジに医療施設を建設。ブラッター会長は完成式典に訪れた。

■「退くべきだ」英独の首脳は、ブラッター氏退任を求める

しかし、ブラッター氏のビジネス拡張路線が、巨額の汚職事件を招いたとの批判も強い。サッカーの元アルゼンチン代表のマラドーナ氏は、会長選の前にアルゼンチンのラジオ番組に出演。「今のサッカー界には透明性がない。人々をだまし、会長を再選するためのショーを見せられるのはもうたくさんだ」と話していた

また、ヨーロッパの首脳からも批判が続出している。ブラッター氏に対して会長選のあった29日、イギリスのキャメロン首相は、ドイツのメルケル首相との会談後、ベルリンで記者会見した。ブラッター会長について「退くべきだ。美しいプレーの汚い側面を見せられた」と強い口調で指摘。「(退任は)早ければ早いほうが良い。世界の信頼を取り戻し、今後のワールドカップも楽しみにできる」と続けた。

サッカー好きで知られるメルケル氏も会見で、ブラッター氏の名指しは避けつつ「サッカーの汚い部分をすぐにきれいにしなければならない」と述べた

今回の捜査に対して、ブラッター氏は地元スイスのテレビ局のインタビューで、「米国は22年W杯に立候補して落選した。英国は18年W杯に立候補して落選した」と発言。米司法省の捜査や英メディアによる自らへの批判は、W杯招致失敗に対する「意趣返し」だと指摘した

今後もFIFAの実権を握ることに意欲を見せているが、以前から対立してきた欧州サッカー連盟はFIFA脱退やワールドカップのボイコットもちらつかせるなど亀裂が広がっている
