カナダ銃乱射、実行犯は正面入り口から侵入 警備の甘さに批判

カナダの首都オタワにある連邦議会議事堂で22日、男が正面入り口から侵入し銃を乱射したことで、セキュリティーの甘さに批判の声が上がっている。

[オタワ/トロント 22日 ロイター] - カナダの首都オタワにある連邦議会議事堂で22日、男が正面入り口から侵入し銃を乱射したことで、セキュリティーの甘さに批判の声が上がっている。

報道によると、男は市内の戦没者記念碑で警備中の兵士を射殺した後、議事堂に侵入し銃を乱射。男は射殺されたという。演説中だったハーパー首相は無事避難し、けがなどはなかった。

警察当局は、戦没者記念碑で兵士を撃った男と、議事堂に侵入した男が同一人物なのか、「現時点では」確認できていないとしている。

元カナダ安全情報局(CSIS)の契約職員で安全保障コンサルタントのデービッド・ハリス氏は、議事堂は「政府の象徴」であり、最も困難な標的であるはずなのに、このような事件が起こり得るという懸念が決定的なものとなったと指摘する。

議事堂には警備員はいるが、奥への進入を防ぐゲートはなく、職員やジャーナリストら身分が証明できる訪問者は中へ進むことができる。子供たちの見学ツアーなども定期的に行われており、別の入り口から金属探知機による検査を受けた後、一部の場所への進入が許されている。

2001年の米同時多発攻撃や地政学的緊張の高まりを受け、多くの国がセキュリティーを強化している一方、カナダの大半の政府庁舎のセキュリティーは比較的緩い。

米中央情報局(CIA)の元上級分析官で、現在はジョージタウン大学の教授を務めるポール・ピラー氏は、今回の事件について「容疑者の動機はまだ分からないが、米国の同盟国が海外での武力行使へ参加することなどに対して、大義や不満を持つ人物らが攻撃を行う可能性がある。今回の事件はそうした同盟国のぜい弱性を喚起する」ものだと指摘する。カナダはイラクでのイスラム国掃討作戦に戦闘機6機を派遣している。

米国よりも銃規制の法律が厳しいカナダでは、銃乱射事件は比較的珍しい。

だが、今回の事件の2日前となる20日にも、モントリオール近郊でイスラム教への改宗者が兵士2人を車ではね、1人を死亡させるという事件が起きたばかりだった。この事件の容疑者は警察官に射殺された。

この翌日、カナダ政府は過激派の脅威が増しているとして、テロ警戒水準を引き上げていた。

カナダの会計検査院は2012年に報告書で議事堂のセキュリティーに関する欠陥を指摘したが、その欠陥のすべてが改善されているわけではない。しかし専門家らは、こうした事件を防ぐには諜報活動の強化がより効果的だと指摘する。

カナダ政府はすでにカナダ安全情報局の権限強化に向けて準備を進めている。
