貧困や戦争、自然災害など世界では様々な問題が起こっているが、先進国の一員として日本はどれくらい国際社会に貢献しているのだろうか？
それを知るための指標の一つが、経済開発協力機構（OECD）の委員会の一つ、開発援助委員会（DAC）が毎年発表する開発援助費のデータだ。これは、DAC加盟国28カ国の開発援助費をまとめたもので「他国への開発援助に最も気前よくお金を出した国」ランキングといってもいいかもしれない。
先日発表された、2014年の開発援助費のデータによれば、日本の開発援助費は世界第5位で総額91億9000万ドル（約1兆1390億円）だった。ちなみに1位はアメリカで327億3000万ドル（約4兆566億円）、2位はイギリスで193億9000万ドル（約2兆4032億円）、3位はドイツで162億5000万ドル（約2兆140億円）、4位はフランスで103億7000万ドル（約1兆2853億円）だった。
DACは開発援助費の総額だけでなく、開発援助費の「対GNI比」も発表している。GNIは国民総所得（Gross National Income）のことで、総額に対して対GNI比は「国の経済規模に対してどれくらい貢献しているか」を表す指標だ。そのため、総額が多くてもGNI比が低いと、経済規模に見合った援助をしていないと見られることがある。
2014年の日本の対GNI比は0.19％で28カ国中18位だった。総額で世界第1位のアメリカも日本と同じ0.19％だ。一方で、対GNI比で1位だったのはスウェーデンで、開発援助額は対GNIの1.1%に相当する。
ちなみに国連が目標とする対GNI比は0.7％だが、2014年の各国平均は0.39％だった。しかし、DACが発表したデータによれば、世界全体の開発援助額は過去15年間を通じて順調に伸びており、2014年の政府開発援助費は2000年と比較して66％増加したという。
OECDのアンヘル・グリア事務総長は、「援助国がまだ経済危機からの回復の途上にあるなか、開発援助費が史上最高水準を維持していることは勇気づけられることです」と述べている。
