北朝鮮の朝鮮労働党は、第7回党大会を2016年5月初めに招集することを決めた。大会の招集は、1980年以来、36年ぶりとなる。
北朝鮮の朝鮮中央通信が10月30日、党中央委員会政治局の決定として伝えた。
党中央委員会政治局は、チュチェの革命偉業、社会主義強盛国家建設偉業の遂行において世紀的な変革が起きているわが党と革命発展の要請を反映して、朝鮮労働党第７回大会をチュチェ１０５(２０１６)年５月の初めに招集することを決定する。
社会主義の北朝鮮では、国家は朝鮮労働党の指導を受けると憲法で規定されている。党大会は朝鮮労働党の意思決定の最高機関であり、かつては5年に1回の開催が規約で義務づけられていたが、1980年を最後に開かれておらず、2010年の規約改正では5年ごとの開催を定めた条文が削除されたとみられる。
党大会では、党総書記の選出や中央委員など要職の選出、党規約の改定などを議論すると規約で定められているが、党大会の間に開くことが出来ると定められている「党代表者会」が事実上、その機能を代行してきた。

1980年10月10日に開かれた第6回党大会では、金日成主席の息子の金正日氏が、党書記や政治局常務委員、軍事委員に選出され、金日成氏の後継者として初めて公的に発表された。それ以来となる党大会は、北朝鮮の指導体制の大きな変更を、節目として内外に宣言する可能性がある。韓国紙の朝鮮日報は「『金正恩時代』の本格的な幕開けを内外に知らせる目的とみられる」と伝えている。
