乗客と運転士合わせて107人が死亡、負傷者562人を出した2005年4月25日のJR福知山線の脱線事故から、まもなく10年を迎える。カーブで脱線した列車が線路脇のマンションに突っ込み、甚大な被害をもたらした凄惨な事故。事故の背景には、JR西日本の余裕のないダイヤや厳しい日勤教育など、様々な経営上の問題が指摘され、社会にも大きな衝撃を与えた。毎年この日の追悼行事は、JR西日本が主催してきたが、今年は初めて遺族が主体となって開催する追悼集会も大阪市内で開かれる。

集会名は、4.25「日韓事故被害者 追悼の夕べ」。今夏で30年を迎える日航機墜落事故（1985年8月12日）、韓国の大邱地下鉄火災事故（2003年2月18日）や、1年前のセウォル号沈没事故（2014年4月16日）の遺族らも集会の実行委員に名を連ね、国を超えて安全性の向上を広く訴える合同の催しとなる。また、セウォル号の遺族の要望で、急遽、2011年の東日本大震災で大津波で犠牲になった石巻市立大川小学校の遺族の参加も決まった。
4月25日のスケジュールは、遺族らが事故発生時刻の9時18分頃に現場で黙祷・献花した後、16時から福島区民センター（大阪市）にて、「追悼の夕べ」を開く。翌26日には非公開で、セウォル号の遺族と大川小の遺族の意見交換などが行われる予定だ。
今回の集会を企画したひとり、福知山線事故で当時40歳の長女を亡くした藤崎光子さん（75）は、大阪市内で行われた会見で17日、これまでをこう振りかえった。
「10年という時間は、色々な事故の関係者を見ていると変化を実感するものですが、私や親しい遺族には、10年経っても心が安らいだとか生活が安定したということはありません。JR西日本の（遺族への）対応や発言で、余計に辛さが増したように思う」
今回、遺族らと「追悼の夕べ」を企画したJR西日本労働組合によると、「催しを自ら手がけることになり、10年経って、ようやく一歩を踏み出せる状態になった」。藤崎さんやJR西労は「JR西が主催する追悼行事には、心情的に参加できない遺族も少なくなかった」という。
藤崎さんたちは事故の検証や裁判と並行して、国内外の様々な事故の遺族と交流を重ね、当事者としてのあり方を模索してきた。
「大邱の地下鉄事故の遺族会の運動を見ていると、困難を抱えて運動をしていらっしゃるということを会うたびに教えていただいて、私たちもがんばらなきゃと思わされる」
「セウォル号の遺族は、1月の寒い時期に珍島まで14日間も泊まりながら行進したり、韓国政府がお金で解決しようとしていると抗議して何人もの方が頭を丸坊主にしたり、その活動スケールには驚かされる」
韓国の事故遺族らの話をする藤崎さんのジャケットの襟元やバッグの取っ手には、セウォル号の遺族からもらったという哀悼の黄色いリボンや、4.16と刻まれたシルバーの指輪があった。言葉の壁はありながらもお互いに親しく交流していくうちに、様々な事故が節目となる今年、合同で追悼を行う話が持ち上がったのだという。

「追悼の夕べ」の実行委員長を務めるジャーナリストの大谷昭宏さん（69）は、「画期的な催しになる」と期待を寄せる。
「現場の運転手やパイロット、あるいは学校でいえば教師や保育士ばかりに安全の責任を負わせている結果、こういう事故を繰り返されているのではないか」
大谷さんはそう問いかけ、集会を追悼だけでなく、組織罰の考え方や、LCCや高速バスなどで激化する格安競争と引き換えになる安全性の課題についても、一般の人も交えて話し合う機会としたいと抱負を語った。
実行委員会では、より多くの人に「追悼の夕べ」への参加を呼びかけていくという。
