知人女性による国政介入などのスキャンダルで崖っぷちに立たされている韓国の朴槿恵(パククネ)大統領。

11月2日、電撃的に新首相の人事案を発表したが、更迭される現職の黄教安首相は発表当日、携帯電話のSMS(ショートメッセージサービス)で通告を受けたと、韓国紙の東亜日報が報じた。

朴槿恵大統領は就任以来、側近や部下らとコミュニケーションを取らずに独断でものごとを決めることが多い「不通」大統領と批判されてきた。ハフポスト韓国版は「2013年のある調査では、男性が最も嫌な振られ方がメッセ。黄首相も『メッセ通告』でかなり傷ついたようだ」と伝えている。

新首相は、国会が聴聞会を経て人事案に同意しないと就任できない。しかしこの日、新首相人事案の発表から30分後、まだ聴聞会の日程も決まっていないのに「現首相離任式」の日程がメディアに発表され、さらにそのわずか1時間半後に離任式自体もキャンセルされた。目も当てられない混乱ぶりに「青瓦台(大統領府)が慰留した」(東亜日報)、「抗議の辞表を出したが引っ込めた」(ハンギョレ)など、様々な説が飛び交っている。疑惑が噴出して以降、朴大統領は毎週火曜日の閣議に当たる国務会議を欠席しており、事実上、黄首相が大統領の代わりを務めていた。その黄首相が「交代を事前に知らされていなかった」という報道も出ている。

2014年のセウォル号沈没事故のときは、引責辞任を表明した当時の首相の後任候補が次々とスキャンダルなどで辞退し、結局、約10カ月にわたって首相の職に留まり続けたことがある。今回も、野党が新首相人事案に強く反発しており、国会の同意手続きのめどは立っていない。
