イスラム国に対抗するアルカイダは「影の指導者」アシム・ウマルに運命を託した

「イスラム国」が勢力を拡大し、若者の信奉者を増やすなか、国際武装組織アルカイダはその運命をある男に託した。 その男の名はアシム・ウマル。

イスラム過激派組織「イスラム国」が勢力を拡大し、若者の信奉者を増やすなか、国際武装組織アルカイダはその運命をある男に託した。

その男とは、パキスタンの戦士アシム・ウマル。アルカイダの指導者であるザワヒリ容疑者が新たに創設した南アジア支部のトップに彼を指名したことで、一躍脚光を浴びている。

その素性はほとんど明らかになっていないが、アフガニスタンからミャンマーに至る地域でアルカイダの活動を指揮する白羽の矢が彼に立った。先週インターネットに投稿されたビデオ映像で、ザワヒリ容疑者はウマルを新しい支部の「首長」と呼んだ。

武装勢力や情報筋からの話では、ウマルは40代半ばとみられ、戦士というよりイデオロギー信奉者で、南・中央アジアのイスラム社会では知識人として、また雄弁家として知られていたことがうかがえる。

ウマルを個人的に知っているというある聖戦士によると、ザワヒリ容疑者はアルカイダの前指導者ウサマ・ビンラディン容疑者が2011年に米軍の急襲で殺害されたころ、ウマルの才能に初めて目を付けたという。ビンラディン容疑者の死後、ザワヒリ容疑者は組織の再編、主に南アジアに力を入れ始めた。

この聖戦士は「アルカイダはアフガニスタンで新兵の採用と訓練を始めた。そして今、アシム・ウマルが南アジア支部長に任命された。彼はパキスタンとイラク、そしてアフガニスタンの神学校と強いつながりを持っている」と話した。そして、ビンラディン容疑者が何年間もパキスタン北部のアボタバードに身を隠すことができたのも、ウマルの手助けが一因だという。

また別の関係筋は、ウマルを南アジアのトップにした目的はインド、バングラデシュ、ミャンマーでのネットワーク強化にあるとし、「アシム(・ウマル)の出身母体ハルカトゥル・ジハード・イスラミ(HUJI)はミャンマーとカシミール地方に支部があったので、彼はそこですでに強いつながりを持ち、ザワヒリのために任務を遂行することが可能だ」と話した。

ウマルの所在は明らかにされていない。

<ライバル心>

ザワヒリ容疑者の発表は、シリアとイラクで勢力を拡大するイスラム国への対抗と広く受け止められている。

イスラム国が処刑や頭部切断など残忍な方法を用いてその映像をネットに流し、世界中から若い信奉者を増やしている一方、アルカイダのザワヒリ容疑者はカメラに向かって長時間にわたり、直接メッセージを語りかけている。

アルカイダはアフガニスタンとパキスタンの反政府武装勢力タリバンと密接な関係にあり、それは南アジアで強いプレゼンスを持つことを意味する。

専門家らは、アフガニスタンから米国主導の外国部隊の大半が年末に撤退する準備を進めるなか、アルカイダがその勢力範囲の拡大を狙っている可能性があると指摘する。

とはいえ現時点で、アルカイダが約1億7500万人のイスラム教徒を抱えるインドに拠点を持っているという証拠はない。

一方、イスラム国は南アジアにも進出し始めている。同組織の支持者らがパキスタン北部のペシャワルでビラを配っていたり、インドとパキスタンが領有権を争うカシミール地方で開かれた反インド集会で同組織の旗がはためいたりしているのが目撃されている。
