紛争下の性暴力担当のザイナブ・バングーラ国連事務総長特別代表は6月8日、IS(イスラム国)の戦闘員たちが10代の少女たちを性奴隷として売買し、誘拐した女性たちに凄惨な性暴力をふるっている実態を詳しく述べた。
AFP通信によると、バングーラ特別代表は4月、ISの支配地域から逃れた女性や少女たちから聞き取りを行った。
証言した女性たちは、誘拐されてきた多数の少女たちが狭くて苦しい劣悪な環境に押し込められ、戦闘員から虐待を受け、値段をつけられた挙句に売り払われる様子を説明した。あるケースでは、15歳の少女が50代のIS幹部に売り渡され、自殺したいという懇願する少女をあざけってレイプしたという。
バングーラ特別代表は、IS戦闘員の奴隷市場では、時には10代の少女たちが、わずか「タバコ1箱」ほどの値段で売られることもあると述べた。また、組織が支配を拡大し、その地域の女性や少女を拉致することで、奴隷売買の市場は維持されている、と説明した。
イスラム国による女性に対する忌まわしい性暴力については、これまでにも伝えられているが、バングーラ特別代表の報告は最新の情報となる。国際人権団体「ヒューマン・ライツ・ウォッチ」が4月に公開した報告書では、少数派ヤジディ教徒の女性たちが組織的にレイプされ、結婚を強要されていることが伝えられた。また、逃げることができた女性たち、少女たちも恐ろしい経験からくるトラウマに直面するが、必要とされる精神面のサポートはほとんどないに等しい。
ヤジディ教の宗教指導者、ババ・シェイク師はISの迫害から逃れた被害者たちを受け入れ、再び社会に迎え入れるようを繰り返し呼び掛けている。
国連はこれまでISによる性暴力を再三にわたって非難している。バングーラ特別代表は5月に、「ISは性暴力と女性への暴力を制度化して組織のイデオロギー、作戦の中心に据えており、重要な戦略目的を推し進めるためのテロリズムの1つの方策として利用している」と語った。
ISは誘拐した女性たちを利用して、若い男性の外国人戦闘員を引き寄せている。外国人戦闘員はISの戦力のかなりの部分を占めている、と専門家は分析している。また、BBCによると、ISは戒律を記した冊子や機関誌を発行し、シャーリア（イスラム法）を独自に解釈し、奴隷制の正当性を主張している。
バングーラ特別代表によれば、IS戦闘員が奴隷化している女性、少女の人数は現在わかっていない。
