韓国・ソウル中心部の光化門付近で11月14日、朴槿恵大統領を批判する大規模なデモ「民衆総決起大会」が開かれ、主催者の発表で10万人以上（警察の推定は約6万4000人）が参加した。朴槿恵大統領が推進してきた歴史教科書の国定化に反対し、若者の就職難や貧富の格差拡大などに対策を取るよう叫んだ。
警察は主要交差点に機動隊車両を配置してデモ隊の動きを阻んだが、デモ参加者は車両を縄で縛って移動させた。
一部の参加者が鉄パイプを振りかざすなどしたといい、警察は催涙成分を混ぜた水を高圧放水してデモ隊を鎮圧した。参加していた60代の男性が放水の直撃を受けて道路にたたきつけられ、病院に搬送されたが脳出血を起こすなど重体とみられる。重体になった男性が放水に直撃されて倒れる瞬間が、Facebookに投稿された。（閲覧注意。12秒ごろから）
