セウォル号事故で、朴政権に向けられる怒りと韓国メディアの変化

救助活動の初動の遅れや、発表される情報が錯綜し、幾度も修正されるなどの不手際や混乱に対し、まるで朴政権の御用メディアのようだった韓国メディアにも大きな変化が起こり、厳しい批判が政権に向けられています。

沈没したセウォル号での行方不明者の家族が進展しない救助活動に苛立ち怒る様子が報道されています。日本でも、船内に残された人たちがいち早く救助されることを願う人たち、なぜ日本が申し出た海上保安庁のレスキュー隊や自衛隊の支援を受けないのかに疑問を持つ人が多いと思いますが、この事故をめぐっての展開は、オバマ大統領の訪韓を前にした朴槿恵大統領にとっては、大変な難題を抱えてしまったことになりそうです。

とくに注目したいのは、救助活動の初動の遅れや、発表される情報が錯綜し、幾度も修正されるなどの不手際や混乱に対し、これまでは、政権を持ち上げ、まるで朴政権の御用メディアのようだった韓国メディアにも大きな変化が起こり、厳しい批判が政権に向けられています。

いくつかをピックアップしてみましょう。まずは、朝鮮日報ですが、社説で、政府の能力に対する不信感をあからさまに表明しています。

政府当局者は事故直後から右往左往するばかりだった。沈没直後には乗客のほとんどが救助されるものと甘く判断し、船内で積極的に救助活動を行おうとはしなかった。乗客の数も477人から始まり、その後459人→462人→475人と何度も訂正した。当初368人と発表された救助者の数は、2時間後には200人以上少ない164人へと減った。安全行政部は、救助者の数を集計する際のミスは海洋警察の責任と主張したが、これに海洋警察が反発したため、後に自分たちの計算ミスだと説明を変えた。

国家であれ組織であれ個人であれ、本当の能力とは非常事態のときにこそ表れるものだ。今回のセウォル号沈没事故を通じ、国民が大韓民国政府とそこで働く公務員の能力について完全に不信感を抱いたことだけは間違いない。

さらに今、船が沈没した原因として推定されている荷崩れで2009年に沈没したフェリー「ありあけ」では、人命被害は発生しなかったこと、また船長や航海士の危機対応の違いを紹介する記事も掲載しています。

東亜日報は、「安全国恥の日」というタイトルの社説で、政権が「国民の安全」を目標に掲げてきたものの、関連した各省庁のいずれもが機能しておらず、いかに内容が伴わっていないか、組織やハードは整えても、肝心の運営の質、ソフトがともなわない後進国型の事故が繰り返されたと厳しい批判を行っています。

行政安全部を安全行政部に改名するほど「国民の安全」を国政目標に掲げた朴槿恵(パク・クンヘ)政府で起きた大惨事であり、国民は憤っている。事故が起きた16日午前9時45分、安全行政部長官を本部長とする中央災害安全対策本部が設置されたが、数字もまともに数えられないという批判を受けた。惨事が発生して1日が経ち、搭乗客の数字と行方不明者の数字が変わった。

海洋水産部は16日、事故直後に中央事故収拾本部を設置したが、事故から2時間が経過した午前11時まで、「被害者はほとんど発生しないだろう」と楽観的な見方を示した。李柱栄(イ・ジュヨン)海水部長官が事故直後、事故現場ではなく近くの仁川海洋警察庁を訪れた。行方不明者の家族が、「なぜこんなに救助が遅いのか」、「潜水夫を投入してほしい」と不安を募らせているにもかかわらず、安易に対応した政府の責任は大きい。

中央日報も政府に対する不信感を露わにし、また公務員の対応力のなさにも怒りを抑えられないようです。

これ以上こうした惨事は大韓民国の名前の前で許すことができない。結果的に「じっとしていなさい」という案内放送に忠実に従った人たちが犠牲になる社会、あちこちで安全不感症が見られる社会は正常でない。朴大統領は国民の安全を最優先にする幸せな社会を約束した。非正常の正常化を約束した。私たちは珍島の惨事を見ながら、その約束に深い疑いを抱いた。

さらに、この事故は韓国がまだ「先進国」ではなく、さらに社会が「信頼」を失ってしまったことへの戸惑いを述べる社説を掲げています。

不信感ばかりが支配する社会。しかしこれを収拾する政府の姿は見られない。むしろ空回りする政府の姿ばかり随所で突出している。中央災害安全対策本部は18日、「海洋警察が船室に入った」と発表したが、しばらくして発表を覆した。事故初日に救助された人と乗船者の数さえ集計できなかった政府の混乱は、大統領が最善を尽くすよう命令した後にも続いた。現場の記者は話した。「中央災害安全対策本部は掌握力もなく、海洋水産部と安全行政部は疎通せず、派遣公務員は弁解ばかり...、見ていて我慢できないほどだ」。

この超大型災難の前で、私たちは「安全政府」に対する期待と希望までが沈没してしまった、もう一つの悲しい現実に直面した。世界7位の輸出強国、世界13位の経済大国という修飾語が恥ずかしく、みすぼらしい。

現場に駆けつけた朴槿恵大統領の姿には、あの福島第1原発事故当時に事故現場に出向いた菅直人元総理の姿が重なって見えますが、残された人たちのいち早い救出ができなければ、怒りの矛先は朴政権に向けられ、致命的な政権への支持失墜につながりかねません。

韓国は、経済成長を遂げたことで、1997年に世界銀行から「開発途上国」リストから外されのですが、今回の事故の背景にあった安全性の軽視、船長を始めとした乗組員の無責任さ、また政府の対応のずさんさなどは、各紙の社説が悔しさを滲ませるように、韓国が未だに「開発途上国」の体質を克服できていない現実を示したことに他なりません。

韓国が行わなければならないのは、慰安婦問題など、日本を貶めるキャンペーンを展開することではなく、自国を先進国にふさわしい、洗練された社会に成熟させていくことだったはずです。

ビジネスの世界では、ライバルと張り合うのではなく、顧客により高い価値を提供するために自らの課題に集中し、改善や改革にチャレンジすることの大切さへの認識が高まってきていますが、国家も同じではないでしょうか。隣国と張り合い、隣国を貶めることではなく、自国の持つ課題に集中し、それを克服する力を見せてこそ、世界から尊敬されるポジションを得ることもできます。

セウォル号に残された人たちが無事救出されることを願うばかりですが、今回の事故を顧みて、韓国の国民の人たちに、自国がほんとうに取り組まなければならないことがなにかに気がついてほしいものです。

日本も、食品偽装問題、ノバルティスファーマの研究不正、福島第一原発事故処理の遅れや事故の多発、さらにヘイトスピーチの横行など、信頼を劣化させるような流れが生まれてきているように感じます。「他山の石以て玉を攻むべし」といいますが、隣国で起こった事故と考えず、日本もかけがえのない社会資産としての「信頼」をつねに求める努力が欠かせないことを感じさせられます。
