アメリカの人権団体が、使わなくなったUSBメモリーの寄付を募集している。欧米や韓国の映画・テレビ番組を詰め込んで、北朝鮮に持ち込むためだ。

Flash Drives for Freedom(自由のためのフラッシュドライブ)」と名付けられたこの企画は「人権基金」と「フォーラム280」という2つの団体によるもので、狙いは、平壌の国営放送を通さずに北朝鮮の人に外の世界を見せることだ。

プロジェクトのウェブサイトにはこう記載されている。「世界で最も閉鎖的な社会で、フラッシュドライブは貴重な教育と発見の道具です。インターネットの無い北朝鮮では、全面的な政府の検閲の下で独立したメディアも無く、北朝鮮の人々はこの小さなプラスチックに頼っているのです。映画や本、解説が詰め込まれたメモリーは外の世界への『窓』となります」

ワイアード誌は、北朝鮮でコンピュータを持っている人はほとんどいないが、USBのファイルを読み込めるビデオプレイヤーやスマートフォンを持っている人は多いと報じた。

「USBメモリーは北朝鮮で利用可能なテクノロジーで、人々の情報伝達に使われています」。人権基金の最高戦略責任者アレックス・グラッドスタイン氏はワイアード誌にそう語った。「1つのUSBメモリーが誰かの人生を、文字通り変える潜在能力を持っているのです」

またプロジェクトのウェブサイトの記載によれば、フラッシュドライブの中身は「韓国のドラマからハリウッド映画、朝鮮語版ウィキペディア、脱北者のインタビュー映像まで多岐に渡る」という。

BBCによれば、USBメモリーには他にも、アーノルド・シュワルツェネッガーやレオナルド・ディカプリオ、シルヴェスター・スタローン主演の映画や「ハンガー・ゲーム」(映画)、テレビ番組の「デスパレートな妻たち 」「スパルタカス」も含まれる予定だという。

グラッドスタイン氏といえば2015年にも、風船に「ザ・インタビュー」のコピー約10,000本をくくりつけ、北朝鮮にばらまく計画を指揮したことで知られている。「ザ・インタビュー」は、インタビュアーが金正恩を暗殺するという内容が波紋を呼んだコメディー映画だ。北朝鮮はこの映画の公開に激怒し、アメリカ政府と舌戦を繰り広げながら2014年には配給元のソニー・ピクチャーズにハッキング攻撃をしかけた。

ワイアード誌によると、毎年約3,000個から5,000個のUSBメモリーが、「北朝鮮戦略センター」や「北朝鮮知識人連帯」、「自由北韓運動連合」といった組織によって北朝鮮に密かに持ち込まれる。国境警備の役人に賄賂を贈る方法が多いという。今回、公募で集められたUSBメモリーによって、人権基金とフォーラム280は毎月最大2,000個のUSBメモリーを北朝鮮内に持ち込むことを目標にしているという。
