北朝鮮:国連が組織的人権侵害を非難

2015年12月17日に119カ国の賛成で、北朝鮮での「長期化し、今も続く組織的で広範かつ大規模な人権侵害行為」を非難する決議が可決された。

(ニューヨーク)今回の国連総会決議は、北朝鮮政府に対する、人権状況の改善がなければ国際社会でまったく相手にされなくなるとの強いメッセージだと、ヒューマン・ライツ・ウォッチは12月18日述べた。

2015年12月17日に119カ国の賛成で、北朝鮮での「長期化し、今も続く組織的で広範かつ大規模な人権侵害行為」を非難する決議が可決された。1週間前の12月10日には、国連安全保障理事会で重要な討論が行われ、複数の国が北朝鮮の国際刑事裁判所(ICC)への付託に関する議論に支持を表明した。

ヒューマン・ライツ・ウォッチのアジア・アドボカシー・ディレクター ジョン・シフトンは「北朝鮮政府首脳はこう警告されている。かれらによる人道に対する罪と大規模な人権侵害行為の証拠は揃っており、いつか法廷に立つことになるのだ、と」と指摘する。「世界の大半の国々は北朝鮮の人権状況が破滅的なものであり、この国での犯罪行為に今こそ対処すべきとの点で一致している。」

12月17日の決議が明記する人権侵害は、拷問、女性の権利や子どもの権利の深刻な侵害、「広範な政治囚収容所(管理所)システムの存在」や「思想、良心、信教あるいは信条、意見と表現、平和的な集会と結社の自由についての全面的かつ深刻な制限」など多数。今回の決議は国連安全保障理事会に対し、北朝鮮の国際刑事裁判所(ICC)への付託の検討に関する議論の継続や、北朝鮮高官への効果的な対象限定型制裁の実施に関する議論を促すものだ。

北朝鮮に関する決議は賛成119、反対19、棄権48の圧倒的多数で可決された。

昨年は決議に反対したスリランカが支持に回ったほか、コモロ、ガボン、サウジアラビア、タジキスタン、トーゴなど昨年は棄権した複数の国が賛成票を投じた。棄権したのは、ブルンジ、ジンバブエ、ベトナム、ベネズエラ、ウズベキスタン、シリア、スーダン、ロシア、ビルマ、イラン、キューバ、ベラルーシ、エジプト、中国など19カ国である。

ICC締約国会合議長国のセネガルが決議を棄権したことは残念だった。

国連人権高等弁務官事務所はソウルに特別事務局を開設し、北朝鮮で進行中の人権侵害と人道に対する罪に関する証拠と情報の収集を継続的に行っている。ヒューマン・ライツ・ウォッチは国連安全保障理事会に対し、北朝鮮問題に関する協議を続け、2016年には国連人権機関の高官によるブリーフィングを行うよう求めた。

「法の下の正義の実現を担保する唯一の方法は、北朝鮮政府を引き続き大きく取り上げ、その犯罪行為についての情報収集を続けることだ」と、前出のシフトン ディレクターは述べた。
