バングラデシュ・ダッカで日本人7人を含む人質20人が殺害された事件やイラク・バグダッドで少なくとも131人が死亡した爆破テロ、トルコ・イスタンブールの空港で44人が死亡した自爆テロ事件など、過去2週間で多数のテロ事件が相次いでいる。このテロ頻発について、イスラム教の断食月ラマダンとの関係を指摘する声が挙がっている。2016年のラマダン期間は7月5日に最終日を迎える。

時事通信によると、過激派組織ISによる攻撃を呼びかける声明は、5月下旬にIS広報担当のアドナニ容疑者のものとみられる音声メッセージで発表された。背景には、ISが戦闘員減少や資金不足などで苦境にあり領域を支配するのが難しくなっている一方で、非武装の民間人への攻撃が容易なことから、テロへの傾斜が進んでいることがある。CNNによると声明は約30分間にわたるアラビア語で、イスラム教の断食月「ラマダン」中に民間人への攻撃を実行するよう求めていた。

外務省はこの声明を受けて5月30日付で「民間人を対象としたいわゆる一匹狼(ローンウルフ)型のテロの発生も懸念されます」「従来以上に安全に注意する必要がある」と注意喚起を行っていた。

バングラデシュ人質事件が発生した7月1日はラマダン最後の金曜日の夜だった。BBCなどによるとバングラデシュのカーン内相は3日、襲撃犯たちは10年以上前から非合法指定されている武装勢力「ジャマエトゥル・ムジャヒディーン・バングラデシュ」(JMB)の一員で、イスラム国の犯行声明との関連を否定している。

一方、毎日新聞は現地の女性の話として、その日は「現地の人の多くがモスクや自宅でお祈りをしていて、飲食店街にはいつもより外国人が多くなる。そういう時が狙われたのかなと思った」との指摘を報じている。

声明との関係は不明だが、外務省によると2015年にもラマダン期間中に多数のテロが発生している。

一方、エジプト出身タレントのフィフィさんは7月4日「イスラム=テロでは無いというご理解を頂ければと思います」とツイートした。
