ロシアのショイグ国防相は10月22日、北極圏防衛の一環としてクリール諸島(千島列島)に、軍事基地を増強すると明らかにした。クリール諸島は、日本との領土問題を抱えている北方領土を含んでいる。ロイターが報じた。

ロシア政府はクリール諸島に特別予算を投入しており、メドベージェフ首相は7月、新たな開発計画に700億ルーブル(約1200億円)を支出すると表明。8月22日には、択捉(えとろふ)島を訪問していた
