新潟県三条市議が、3月10日の市議会委員会で、市が制作委託するローカルFM局のパーソナリティーを「おかま」「正常な形でない人を支援する必要はない」と発言していた。市議は11日、発言を撤回した。
発言したのは西川重則氏（66）=自民クラブ=。三条市は2016年度の一般会計予算案で、燕三条エフエム放送（燕市）に番組制作委託料286万円を計上した。新潟日報によると、このFM局のパーソナリティーは「おねえキャラ」で人気を集めているという。
共同通信によると、10日の市議会市民福祉常任委員会に出席した西川氏は、以下のように述べた。
「おかまと聞いている。社会常識からして、正常な形でない人を支援する必要はないのではないか」
新潟日報によると、西川市議は、11日に委員長に発言撤回を申し入れて認められた。同紙の取材に対し「安易に公費投入額が増えるのは問題」という趣旨だったと釈明し、以下のように述べたという。
「個人的に男は男らしくという考えだが、性的少数者の方への侮べつ的な表現だった。取り消したい」
