韓国・セウォル号沈没事故、船員はなぜ乗客より先に逃げたのか 交信記録で明らかに

船員はなぜ乗客を捨てて逃げたのか。その鍵を握る、船員の肉声が判明した。

2014年4月16日、韓国南西部で沈没し、死者295人、行方不明者9人を出した大型旅客船「セウォル号」。

船長ら乗組員が、乗客を捨てて真っ先に逃げたことなどが、韓国社会で強く非難された。

船員はなぜ乗客を捨てて逃げたのか。その鍵を握る、船員の肉声が判明した。

船が傾いていたとき、セウォル号と交信していたのは珍島海上交通管制システム(VTS)だけだったと言われていた。しかし、済州運航管理室も、セウォル号の1等航海士シン・ジョンフンと電話で交信しており、時事雑誌『ハンギョレ21』や市民団体が参加した「真実の力・セウォル号記録チーム」は、その通話内容を初めて確認した。

これは、セウォル号の最後の交信だった。この内容は、裁判や検察の捜査、監査院の調査では一度も公開されていない。

交信直後の9時45分、船員ら10人が、セウォル号の操舵室から脱出した。当時のセウォル号の船内では、「現在の位置で安全に待機して、これ以上外に出ないでください」という案内放送が流れた。

済州運航管理室:セウォル号、セウォル号、海運済州。感度良好ですか?

セウォル号:はい、セウォル号です。

済州運航管理室:警備艇、P警備艇は到着しましたか?

セウォル号:はい、警備艇が1隻、到着しました。

済州運航管理室:はい、現在の進行状況を教えてください。

セウォル号:えっ、何ですか?

済州運航管理室:(別の担当者から電話を替わり)はい、○○様、現在の進行状況を教えてください。

セウォル号:はい、警備艇が1隻到着して、今、救助作業をしています。

済州運航管理室:はい、今、P艇は係留されていますか?

セウォル号:はい、今、警備艇の横に来ています。今、乗客が450人なので、警備艇がこれ1隻では足りないと思います。追加で救助に来てもらわないといけないと思います。

済州運航管理室:はい、よくわかりました。今、船体は傾いていないですよね?

セウォル号:(無回答)

最後の交信から、セウォル号の船員が、操舵室から乗客に退出命令を出さずに脱出した理由が明らかになった。乗客に脱出を命じれば、船員の脱出は後にならざるを得ないが、事故現場に到着した100トン級の警備艇では、船員を合わせて「500人程度」を救出するのは不可能に見えた。救命いかだもふくらませておらず、操舵室の船員ら10人のうち、救命胴衣を着ているのは3人だけだった。

「当時の状況を考えると、もし乗客と乗組員が一度に海に飛び込んだ場合、救命胴衣を着用していなかった乗組員に死者が出る可能性があった」「非常に危険」だし、「死ぬと思うのが妥当」だった。(2014年5月8日、シン・ジョンフンの第6回被疑者尋問調書)

乗客が先に海に飛び込んで、自分たちが「救助」される機会が消えないよう、セウォル号の船員たちは乗客に脱出命令を出さず、小型警備艇に逃走したとみられる。

最高裁判所は、セウォル号の船長にだけ殺人罪を認めた。他の乗組員は故意の殺人を認めなかった。しかし、セウォル号の船長だけでなく、他の乗組員も乗客を捨てて逃走した責任を重く追及することが可能な真実の一角が、新たに明らかになった。

海上警察、事故現場で「記念写真」

事故現場に最初に到着した海洋警察の救助艇「123艇」が撮った写真3枚も初めて確認された。この写真は、123艇の船長キム・ギョンイルの携帯電話に保存されていたものだ。傾いたセウォル号の船首を眺めるキム・ギョンイルの後ろ姿、船員が操舵室から抜け出す場面、救命いかだをふくらませる海洋警察の姿などだ。123艇の操舵室から撮った写真で、記念写真のようなものだ。傾いた船に飛び移って乗客を脱出させるべき海洋警察が、なぜ写真を撮っていたのか、その写真を何に使ったのかは確認できなかった。キム・ギョンイルは8時49分にセウォル号が傾いてから、10時30分に沈没するまで計101分間、インターネットに8回接続した。

海洋警察の首脳部は、救助の指揮責任を押しつけあった。海洋警察庁長キム・ソッキュンは、海洋警察本庁の役割を「上級部署に報告すること」と規定した。現場の指揮は西海海洋警察庁の役割だと主張した。

監査院:今回のセウォル号沈没事故のような、大規模な人身事故の場合、海洋警察庁長が直接現場指揮をしなければならなかったのに、西海海洋警察庁長と木浦海洋警察署長に現場を指揮させた理由を言ってください。

キム・ソッキュン:1次的に現場指揮は署長にあり、状況の重要性に応じて地域の海洋警察庁が直接関与して現場指揮をすることが正しいと考え、本庁は全体的な指揮や指揮、上級部門に報告することが、中央本庁の役割だと考えられます。

しかし、西海海洋警察庁長のキム・スヒョンは、総指揮は本庁の役割だと主張した。「事故が発生した後の9時10分頃、中央救助本部が設置されたことで、海洋警察庁と警備局長が現場で総括指揮し」、中央海洋警察庁長がいるので、西海の海洋警察庁長は指揮せず「スタッフになった」と主張した。

「部屋のドアが開かなくて出られない」…消えた119番通報

チームは、セウォル号に関する119番など電話通報の内容をすべて調べた。全羅南道119総合指令室には、午前8時52分から休むことなく通報電話が鳴った。「船が傾いた。助けて」「早く来て」。大混乱だった。セウォル号船内の状況も続々と伝えられた。船が海の真ん中で傾いて、乗客が頭をけがして血が出た、脚が折れた。「とても痛い」という泣き声や「いたずら電話じゃないよ」と絶叫した。

しかし、記録チームは、午前10時以降、「ドアが開かなくて出られない」という、檀園高校の生徒からの通報が、119番の録音記録から抜け落ちていることを確認した。全羅南道119総合指令室が国会と監査院に提出した119番通報の履歴では、9時23分が最後の通報だ。

しかし、10時10分、西海の海洋警察庁の指令室は、文字情報システムで指示した。

「全羅南道119で、朴○○がドアが開かなくて出られないと言っている。電話番号010-9170-××××」。

文字情報システムは、海洋警察がメッセンジャーで衛星通信網を利用して、どこからでもリアルタイムで報告、指揮できるシステムだ。木浦海洋警察署長キム・ムンホンが乗っていた3009艦も、10時12分の文字情報システムに「部屋のドアが開かなくて出られない乗客に連絡。救出できるよう指示してほしい」と入力した。その時刻、セウォル号は、70度以上傾いて、海水が船内に流れ込んでいた。

検察と監査院は、「部屋でドアが開かずに出られない乗客に連絡」という通報電話がなぜ、全羅南道の119番通報履歴に含まれていないか、海洋警察は通報者の朴○○を救助したのか、確認しなかった。

「真実の力・セウォル号記録チーム」は、セウォル号関連の捜査や公判の記録など15万枚近い裁判記録と、国会の国政調査特別委員会の記録など、3テラバイト(TB)の資料を分析し、事故から2年を前に、記録集『セウォル号・あの日の記録』にまとめた。
