ソチG8不参加を決定 G7が「ロシアのクリミア編入」を強く非難

日米欧7カ国(G7)首脳は24日、オランダのハーグで開催されている核安全保障サミットの合間にウクライナ情勢をめぐり緊急会議を開催し、ウクライナ情勢が一段と不安定化した場合には対ロシア制裁を強化する用意があると表明した。またロシアのソチで開催予定だった主要8カ国(G8)首脳会議(サミット)への出席を見送り、代わりに6月初旬にブリュッセルでG7サミットを開催すると発表。ロシアが態度を変えない限り、G8会合を欠席する考えを示した。

日米欧7カ国(G7)首脳は24日、オランダのハーグで開催されている核安全保障サミットの合間にウクライナ情勢をめぐり緊急会議を開催し、ウクライナ情勢が一段と不安定化した場合には対ロシア制裁を強化する用意があると表明した。

またロシアのソチで開催予定だった主要8カ国(G8)首脳会議(サミット)への出席を見送り、代わりに6月初旬にブリュッセルでG7サミットを開催すると発表。ロシアが態度を変えない限り、G8会合を欠席する考えを示した。

またロシア産石油・ガスへの依存度を低下させるため、共に取り組むことでも合意した。

G7首脳は共同声明で「国際法に背き、クリミアを編入しようとするロシアの違法な試み」を強く非難。

「ロシアが引き続き状況を一段とエスカレートさせれば、ロシア経済により大きな影響を及ぼす特定産業への制裁を連携して行うなど、行動を加速させる用意がある」とした。

オバマ大統領は記者団に対し、「欧州と米国はウクライナ政府、および市民への支援で一致している」とし、これまで発動した資産凍結や渡航禁止の制裁措置に言及し、「これまでロシアに行動の代償を払わせることで団結している」と述べた。

<ウクライナ、クリミア半島でロシアに事実上降伏>

ロシア軍は同日、クリミア半島でウクライナ軍の最後の砦の1つとされていたフェオドシヤのウクライナ海軍基地を制圧。その後、上陸用舟艇を占拠し、威嚇射撃を行った。けが人などは出ていないもよう。

ウクライナのトゥルチノフ大統領代行は議会で、クリミアに駐留するウクライナ軍部隊とその家族の生活が脅かされているとして、撤退させる意向を示した。

これにより、ロシアのプーチン大統領がクリミア半島への軍事介入の権利を主張してから1カ月足らずで、ウクライナはロシアへの抵抗を事実上断念したことになる。

オバマ米大統領に同行しているホワイトハウス当局者は、ロシアがウクライナ国境近辺で軍部隊を増強しているとして懸念を示した。

ロシア軍が国境付近に兵士2万人程度を配備しているという。

またロシアによるウクライナ東部、南部への侵攻、またはクリミアでの暴力が発生した場合には、追加制裁が発動されるとの見方を示した。

北大西洋条約機構(NATO)欧州連合軍のブリードラブ最高司令官は23日、ロシア軍はウクライナとの国境地帯に大規模部隊を集結させているとして懸念を表明したうえで、ロシアはクリミアの次に、モルドバの沿ドニエストルの編入を狙っている可能性があるとの認識を示した。

<ロシアとウクライナが外相会談の開催で合意>

オバマ大統領は、核安全保障サミットの合間に中国の習近平国家主席とも会談し、ウクライナ情勢について協議した。

西側諸国はウクライナ問題をめぐるロシアへの対応で、中国の支持取り付けを狙っているが、習主席は政治的解決を望むと述べるにとどめ、ロシアに対し強硬姿勢を取ることはしなかった。

一方、ロシアのラブロフ外相は、核安全保障サミットの合間に、ウクライナ暫定政権のデシツァ外相と会談することで合意した。緊張緩和の手掛かりとなる可能性がある。

<さらなるコスト>

西側の当局者は、ロシアによるクリミア放棄は実現の可能性が極めて低いとみており、現在ではプーチン大統領に一段のウクライナ領土への侵攻を思いとどまらせることにより注力している。

欧州連合(EU)の対ロシア貿易は米国の10倍に上っており、EUはロシア産ガス・石油の最大の消費者でもある。そのため対ロシア制裁の強化で欧州諸国の合意を得ることは困難な可能性がある。

とりわけ過去10年にEU加盟を果たした旧ソ連の中・東欧諸国は、経済へのリスクから制裁には慎重を期すよう求めている。

ただ、域内で影響力の大きいドイツのメルケル首相は、プーチン大統領に厳しい姿勢で臨んでおり、ロシアに対するEUのエネルギー依存度を長期的に低下させることに支持を表明している。
