台湾立法院を占拠する理由とは 若い女性が日本語でメッセージ【動画】

台湾で中国との経済協定に反対する学生らが立法院(国会)を占拠してから3月24日で1週間。学生らは、Facebookなどソーシャルメディアを活用し、日本語も含めた30近い言語でメッセージを世界に発信している。

台湾で中国との経済協定に反対する学生らが立法院(国会)を占拠してから3月24日で1週間になったが、事態収拾のめどは立っておらず、混乱は長期化する可能性が高まっている。学生らは、Facebookなどソーシャルメディアを活用し、日本語も含めた30近い言語でメッセージを世界に発信。YouTubeでは、若い女性が日本語で「私は、台湾人です、私は、この国の民主の歩みと共に成長しました」などと呼びかけている。

台湾政府は民主的なプロセスを無視しサービス貿易協定を国会の与党に強行可決させました

この協定は台湾政府と中国政府によってこっそりと調印されたものです

その内容は不透明の上に事前に一切の審査もされませんでした

しかも、この協定は全台湾人の未来の労働条件や就職機会を絞め殺すものです

今、台湾はかつて無い危機に面していますけど

この時代に生まれて そして此処に居られる私たちは幸せです

学生らは、メッセージをさらにシェアするよう呼びかけている。

■中国との経済協定が問題に

この問題で、学生らは23日、行政院(内閣)の建物にも突入し、警察との衝突で双方合わせて120人がけがをする事態に発展。馬英九(マーインチウ)総統(63)の政権は対応に苦慮している。

問題となっているのは、中国と台湾が互いの一層の市場開放に向けて昨年(2013年)に調印した「サービス貿易協定」だ。野党の民主進歩党は「密室協定で台湾の弱小産業に打撃が大きい」などと反発してきた。

民進党と同調する学生らは、この協定の審議を与党・国民党が強引に進めたことに反発し、3月18日、協定の撤回を求めて立法院に乱入して占拠し、周辺の路上でも抗議行動を繰り返している。

サービス貿易協定は昨年(2013年)6月に上海で調印され、電子商取引や医療、旅行業など、中国が80、台湾が64分野を相互に開放する取り決め。馬政権や与党・中国国民党は「台湾に有利な協定」(江宜樺・行政院長=首相)と主張しているが、最大野党の民主進歩党は「密室協定で台湾の弱小産業に打撃が大きい」などと反発してきた。

学生らがサービス貿易協定に強く反対するのは、「(台湾は)独立せず、(中国とも)統一せず」という現状維持を望む意識が強いからだ。前のめりに対中経済関係を強めると、やがて政治的にも中国にのみ込まれ、香港のように自由が制限されることを懸念している。

■馬総統「協定の撤回ない」

学生らが立法院の占拠を続けていることを受けて、馬総統は23日に記者会見を開き、学生が求める協定の撤回や直接対話には応じない考えを強調した。

馬総統は、協定によって中国資本が流入すれば、台湾の中小企業が圧迫されるといった指摘は誤解にすぎず、中国からの投資が増えれば雇用の機会も増えるなどと訴えました。

そのうえで、「協定を発効できなければ中台関係が傷つき、台湾が目指すTPP=環太平洋パートナーシップ協定への参加などにも影響が出る」として、協定を撤回しない考えを強調しました。

また、議会の占拠は「違法だ」として、学生との直接対話にも応じない姿勢を示しました。

馬総統の会見を受けて、学生たちはさらに議会の占拠を続ける構えを示した。さらに、立法院の占拠を支持して集まっていた人たちが23日夜、今度は行政院占拠をめざし、約3500人が警備を突破して敷地内に入った。これに対して警察は24日未明、行政院に突入した学生らを強制排除した。衝突により、市民や警官ら約120人がけがをした。

学生らは依然として立法院の占拠を続けている。

行政院への突入は立法院の周辺にいた学生が独自に呼びかけたもので、立法院の議場内の学生は占拠を続けている。台湾大学などの学生会は警察の強制排除を「暴力による鎮圧」と批判し、授業をボイコットするよう呼びかけた。

学生らは、将来の中国が将来の「台湾統一」を志向していることに不信感を高めている。一方、馬政権の支持率は10%台に落ち込んでおり、混乱が長引けば、求心力の低下は避けられそうにない。
