台湾 立法院占拠の学生、4月10日に退去 中国との協定の監視を評価

台湾が中国と2013年に調印した「サービス貿易協定」の議会承認に反対し、立法院(国会)議場を占拠している学生らは4月7日、本会議の定例日前日の10日に議場から退去する方針を発表した。一連の騒動は議場占拠から3週間で収束に向かう見通しとなった。

学生側は、王金平立法院長(国会議長)が6日に議場を訪れ、中国と結ぶ協定をチェックする機能を盛り込んだ法律を制定するまで、サービス貿易協定の審議を再開しないと表明したことなどを評価した。長期化に伴い退去を求める世論が高まっていることも決断を後押ししたとみられる。今回の活動について「予想を上回る成果があった」と総括した。

王氏の裁定に基づけば、問題となったサービス貿易協定の審議長期化は避けられず、馬英九政権には大きな痛手だ。ただし、最終的には協定の承認を食い止めるのは難しいと見られている。

中台交渉を監督する条例の内容では当局と学生や野党の考えは異なり、審議が難航する可能性が高い。サービス貿易協定も、政権が目指していた5月末までの今会期中の承認は困難と見られる。今後の中国との交流に大きな影響が出そうだ。

一方、王氏と馬英九総統とは反目する関係にあり、今後、両氏の確執が再燃する可能性があると、MSN産経ニュースが報じている。

馬総統は3月29日の記者会見では、新法制定と協定審議は「同時進行」との方針を打ち出していた。王氏とは反目する間柄とされ、11月には統一地方選も控えていることから、今後も両氏の確執が再燃する可能性も指摘されている。
