アルジェリア南東部イナメナスで1月16日、イギリスの石油メジャー「BP」やプラント建設会社「日揮」などが参加する天然ガスプラントをイスラム武装勢力が襲撃し、外国人従業員らを人質に取った。アルジェリア軍は3日間に渡る軍事作戦で武装勢力を制圧したが、日本人人質10人を含む37人が殺害された。

その直前、無政府状態に陥っていたアルジェリアの隣国マリにフランスが軍事介入しており、武装勢力は仏軍の撤退を要求していた。貧困にあえぐ人々の不満を背景にテロ組織が勢力を拡大し、政府が弱体化するアフリカ北西部の構造的な問題が浮き彫りになった。

2011年の「アラブの春」に端を発したシリアの内戦は混迷を深める一方だ。周辺国へ逃れた難民の数は100万人を超え死者は10万人を超えた

アメリカのオバマ大統領は8月31日、シリアのアサド政権が化学兵器を使用したと断定して、軍事行動を決断したと声明を発表、一時緊張が高まった。しかしイギリスなど同盟国のほかロシアなど主要国の支持は広がらず、国際社会におけるアメリカの威信は大きく低下した。結局、国際社会の監視下でシリアの化学兵器を廃棄させることになり、シリアが化学兵器禁止条約に加盟するなど、廃棄に向けた作業が始まった。

2014年1月にはアサド政権派、反政権派が出席する国際和平会議「ジュネーブ2」が開かれる予定だが、戦闘は激化の一途をたどっており、和平の行方は不透明だ。

■朴槿恵政権、歴史問題で強硬…低迷する日韓関係

2013年2月に就任した韓国の朴槿恵大統領だが、イギリスのBBCとのインタビューで安倍政権の歴史認識を批判するなど日本への強硬姿勢を貫いており、就任以来一度も日韓首脳会談は行われていない。安倍首相の靖国神社参拝で韓国側はさらに態度を硬化させており、当面の打開は難しそうな情勢だ。

植民地時代の徴用を巡って、日本企業に賠償を命じる判決も韓国内で相次いだ。確定すれば日韓国交正常化時に結ばれた請求権協定を根本から覆す事態になるだけに、日本の経済団体が憂慮する共同声明を出した。「韓流ブーム」で人気だった韓国への観光客が前年比2割減を記録するなど、民間レベルでも暗雲が漂い始めている。

中国共産党の最高幹部入りを目前に職権乱用の罪で解任され、起訴されていた元重慶市党委員会書記の薄熙来被告に9月22日、無期懲役の判決が下った。12月に入ると周永康・前党中央政法委員会書記が取り調べを受けているとの見方が強まった。周氏は側近や腹心が相次いで拘束されている。簿氏と周氏はともに江沢民・元国家主席を後ろ盾としているとされ、習近平・現指導部との党内権力抗争が表面化する異例の事態となっている。

少数民族問題でも火種はくすぶったままだ。北京の中心部にある天安門広場では、10月28日1に自動車が炎上し5人が死亡した。背景に新疆ウイグル自治区の独立運動への弾圧強化があるとみられている。

その中国と日本との関係改善も、尖閣問題以降見通しが立たない。11月23日は中国国防軍が設定した防空識別圏を巡り、一時緊張が走った。

前年に「人工衛星」の名目で「長距離弾道ミサイル」の発射実験をした北朝鮮は2月12日、3回目となる核実験を実施。国連安全保障理事会は3月7日、金融制裁や貨物検査を義務づける追加制裁決議を採択し、国際社会での孤立がいっそう深まった。

12月8日には、北朝鮮の事実上ナンバー2とみられていた張成沢・前国防委員会副委員長が「反国家的、反人民的犯罪行為」を理由に解任された。4日後の12日には体制転覆を企てたとして、特別軍事法廷で死刑判決を受け、即日処刑された。張氏は金正恩第1書記の義理の叔父に当たる人物。祖父・金日成主席の政権初期をほうふつとさせる「血の粛清」で、30歳前後とみられる金正恩第1書記の政権基盤を不安視する味方も出た。
