アフガンの少女」として『ナショナル・ジオグラフィック』誌の表紙を飾ったシャバート・グーラーさんが10月26日、不正な身分証明書を使ったとしてパキスタンで逮捕された

AFP通信によると、最大で14年の禁固刑と数千ドルの罰金が科せられる可能性がある。パキスタンのコンピューター化された登録システムを巧みに回避して、グーラーさんと同様に不正な身分証明書を取得したアフガニスタン難民は数千人規模に上るという。

パキスタン連邦捜査局(FIA)は、不正な身分証明書取り締まりを全土で行っており、その一環として2014年からグーラーさんを捜査していた。当局によると、彼女はシャバート・ビビという名前を使ったという。

「FIAが治安部隊と一緒に来て、彼女の自宅に入り、すべての所有物を調べました。現金2800ドルと共に重要な書類を押収しました」と、義兄のシャーシェッド・カーンさんはロイター通信に語った。カーンさんは、グーラーさんはパキスタンで合法的に暮らしていたと主張している。

写真家のスティーブ・マッカリー氏が彼女の写真を撮影した。グーラーさんは当時、若い難民で、ソ連が侵攻したアフガニスタンからパキスタンのキャンプに逃れて来た。

長く記憶に残るこの写真は、ナショナル・ジオグラフィックが1985年に表紙として採用し、苦境に追い込まれる難民の象徴となった。彼女の緑色の目があまりにも悲しげで美しく、レオナルド・ダ・ヴィンチの絵画「モナ・リザ」と比べられるほどだった。ナショナル・ジオグラフィックはまた、「アフガン戦争のモナ・リザ」というタイトルで彼女のドキュメンタリーを制作した。

マッカリー氏は写真撮影から17年後、少女の行方を捜索した。彼女はアフガニスタンのトラボラ地方で暮らしていた。夫はすでにパキスタンのペシャワールに住み、パン屋で働いていた。

「彼女は夜明け前に起きて祈ります。小川に水を汲みに行き、料理、掃除、洗濯をします」と、ナショナル・ジオグラフィックの記者キャシー・ニューマンは2002年、グーラーさんを見つけたときに語っていた。「彼女は子供の世話をします。子供こそが彼女の人生の中心なのです」

国連難民高等弁務官事務所(UNHCR)のデータによると、パキスタンで暮らすアフガン難民はおよそ160万人いるという。UNHCRは、6万人のアフガニスタン帰還を支援する計画だが、その多くは帰還を望んでいないという。経済的な安定を失うのを恐れているためだ。

また、数万人のアフガニスタン人が現在、ヨーロッパに流入しているが、欧州連合(EU)は10月はじめ、彼らを帰還させる決断をした。
