朝鮮戦争休戦60年式典でオバマ大統領「引き分けではなく韓国側の勝利だ」

朝鮮戦争の休戦協定が締結されてから60年にあたる7月27日、北朝鮮の首都平壌、韓国の首都ソウル、アメリカ合衆国の首都ワシントンでそれぞれ記念式典が行われた。北朝鮮では、平壌の金日成広場で朝鮮戦争での「戦勝」60年を祝う軍事パレードが行われた。ほぼ同時刻に韓国政府がソウルで開いた式典では、米国のソン・キム駐韓大使をはじめ朝鮮戦争当時、国連軍に参加した各国の駐韓大使や退役軍人らが招待された。

朝鮮戦争の休戦協定が締結されてから60年にあたる7月27日、北朝鮮の首都平壌、韓国の首都ソウル、アメリカ合衆国の首都ワシントンでそれぞれ記念式典が行われた。

朝鮮戦争は、日本の敗戦後、北緯38度線によって南北に分断された朝鮮半島で、1950年6月25日、北朝鮮軍が38度線を突破して南下、以後、53年7月27日の休戦協定調印まで続いた戦争。北朝鮮では祖国解放戦争、韓国では韓国動乱などという。韓国軍を釜山(プサン)まで追い詰めた北朝鮮軍は、米軍主体の国連軍の仁川(インチョン)上陸で中国国境の新義州(シニジュ)まで敗走、その時点で中国の義勇軍が参戦、韓国軍・国連軍を退却させた。以来戦闘は38度線沿いに続けられ、休戦協定によって38度線と斜めに交わる軍事境界線(休戦ライン)が設定された。これが今日の南北の事実上の国境線となり、南北の分断を固定化した。

■ 北朝鮮、パレードに「放射能標識」 核兵器を誇示か

北朝鮮では、平壌の金日成広場で朝鮮戦争での「戦勝」60年を祝う軍事パレードが行われた。

産経新聞によると、パレードは午前10時1分に始まった。朝鮮人民軍最高司令官の金正恩(キム・ジョンウン)第1書記が出席したが、演説はしなかった。金日成広場ではカーキ色や白色の軍服に身を包んだ兵士が整列する前を、小銃を抱えた歩兵部隊などが隊列行進。紺色の人民服の左胸に肖像バッジを付けた金第1書記が壇上から敬礼で応じた。

また、共同通信によると、27日行った軍事パレードに、黄色と黒の放射能標識のようなマークが描かれた物体を胸に装着した兵士らが登場した。中身など詳細は不明だが、核兵器に関連する部隊の存在を示唆している可能性がある。

軍のチェ・リョンヘ総政治局長は、演説で「戦争を戦ったあの精神があれば、再び戦争が起きても怖いものはない。最後の勝利を実現しなければならい」と述べた

軍の最高幹部のこうしたメッセージは、みずからの軍事力を世界に誇示することで、アメリカに対し、休戦協定を平和協定に転換するための話し合いに無条件で応じるよう求めるねらいがあるとみられる。

■ 韓国の式典に日本政府関係者招待されず

ほぼ同時刻に韓国政府がソウルで開いた式典では、米国のソン・キム駐韓大使をはじめ朝鮮戦争当時、国連軍に参加した各国の駐韓大使や退役軍人らが招待された。朴槿恵(パク・クネ)大統領は「北朝鮮が核開発を放棄し真剣な変化と平和の道に歩み出すことを促す」と訴えた

この式典には日本政府関係者は招待されなかった。産経新聞によると、式典や関連行事には国連軍として参戦するなどした21カ国と、中立国監視委員会の4カ国、アイルランドも招待された。日韓関係筋によると、韓国国防省は昨年5月、日本や台湾など19カ国・地域を当時の「物資支援国」と認定。戦闘参加国と物資・後方支援国を合わせて63カ国に膨らんだため、招待を見合わせたものとみられる。

■ オバマ大統領「引き分けではなく韓国側の勝利」

アメリカの首都ワシントンで行われた朝鮮戦争休戦60年の記念式典にオバマ大統領が演説し、米軍は「世界最強」であり続けると述べ、日韓などの同盟国防衛への決意を強調するとともに、挑発的行動を続ける北朝鮮をけん制した

オバマ大統領は、北朝鮮が同じ日を戦勝記念日として大々的に祝賀しているのを念頭に「この戦争は引き分けではなく韓国側の勝利だ。北朝鮮国内の抑圧や貧困とは対照的に、韓国国民は民主主義と世界で最も力強い経済の下で暮らしている」と述べた
