アメリカのオバマ大統領とキューバのラウル・カストロ国家評議会議長は4月10日、中米パナマで行われている米州首脳会議で握手した。

アメリカのオバマ大統領とキューバのラウル・カストロ国家評議会議長は4月10日、中米パナマで行われている米州首脳会議で握手した。ラウル氏は、フィデル・カストロ前国家評議会議長の弟。2人の顔合わせは2013年12月10日に行われた南アフリカの故ネルソン・マンデラ大統領の葬儀以来のこと。11日には、両首脳が国交回復に向けた歴史的会談が行われる予定だ。

会議に参加しているマデレーヌ・ガルシア氏は、両氏の握手の様子を動画で撮影した。

アメリカ国家安全保障会議のバーナデット・ミーハン報道官は「今晩行われる米州首脳会議で、オバマ大統領とラウル・カストロ議長がお互いに挨拶し、握手を交わした」と述べた。ホワイトハウス高官も今回の握手を「非公式な接触で、2人の間で実質的な会話は交わされなかった」と述べた。

オバマ大統領は2014年12月に行われたラウル氏との電話会談で、50年以上に及ぶ冷戦関係を終わらせることを願い、キューバとの関係改善を進めると述べていた。今回のラウル氏との対面は、この電話会談以来となる。アメリカ外交は12月に大きく転換し、キューバへの渡航禁止を解除し、両国の囚人の交換、貿易や銀行取引の規制を緩和した。オバマ大統領は9日、国務省がテロ支援国家指定の解除の検討を完了したことを受け、すみやかに指定解除に向けて最終決断すると表明した。また、キューバの首都ハバナでアメリカ大使館を再開させる意向を表明した。

オバマ大統領は「我々はキューバ政府と政策に違いがある。それはこれからも続くだろう。しかし我々は過去に囚われたくない」と述べた

AFPによると、握手に引き続き、オバマ大統領とラウル氏はパナマ国家斉唱の際にエクアドルとエルサルバドルの大統領を挟んで近くにいた。
