シリア難民が180万人に 国連幹部「ルワンダ大虐殺以来」

国連安全保障理事会は16日、泥沼の内戦が続くシリアの人道状況をめぐる公式協議を開き、1カ月間の死者は5千人以上、国外へ逃れる難民は1日約6千人に上ることが国連の人道問題担当幹部から報告された。UNHCR(国連難民高等弁務官事務所)のグテレス難民高等弁務官は「これほど恐ろしいペースで難民が出るのは(100万人近くが犠牲になった1994年の)ルワンダ大虐殺以来」と指摘した。

国連安全保障理事会は7月16日、泥沼の内戦が続くシリアの人道状況をめぐる公式協議を開き、難民登録者数が今年1月以降、それまでの約3倍に増えて180万人に達したと報告された。1カ月間の死者は5千人以上、国外へ逃れる難民は1日約6千人に上るという。

朝日新聞デジタルによると、この報告をしたUNHCR(国連難民高等弁務官事務所)のグテレス難民高等弁務官は「これほど恐ろしいペースで難民が出るのは(100万人近くが犠牲になった1994年の)ルワンダ大虐殺以来」と指摘した。

共同通信によると、グテレス氏は、シリア難民の増加ペースは1日当たり6千人に達していると指摘。UNHCRは昨年12月、シリア難民が50万人になったと発表していた。

同氏は「これほど恐ろしいペースで難民が生まれるのは、約20年前のルワンダ虐殺以来だ」と述べた。事態が解決されなければ、混乱が周辺地域にも拡大すると警告し、シリア問題解決に向けた各国の行動を求めた。

また、産経新聞によると、シモノビッチ国連事務次長補(人権担当)はピレイ人権高等弁務官の報告を代読し、死者が毎月5千人のペースで増えており政府軍による弾道ミサイルやクラスター弾の使用や反体制派による拷問、拉致の横行を指摘。シリア問題は軍事的に解決されるべきでないと指摘し、双方への武器供給の中止を国際社会に求めた。

ルワンダ大虐殺

ルワンダはベルギーの信託統治領から1962年に独立。独立以前から多数部族フツ族と少数部族ツチ族が共存していたが、ベルギーが統治に当たってツチ族を優遇した。73年、政権の座についたフツ族は和解政策を採ったが対立は続いた。94年4月、ルワンダと隣国ブルンジ両大統領の搭乗機撃墜事件をきっかけに、多数派民族フツ強硬派の民兵らがツチとフツ穏健派住民を山刀などで襲う虐殺が始まった。犠牲者は100万人を超え、9割以上がツチとされる。その後、ツチ主体の新政権が発足。報復を恐れた約200万人のフツがコンゴ(旧ザイール)などに逃げ、難民に。大虐殺を題材にした映画「ホテル・ルワンダ」と「ルワンダの涙」が相次いで公開され、話題を呼んだ。
