シーシェパード、日本の捕鯨写真を公開 水産庁の反論は?【UPDATE】

反捕鯨団体が日本による捕鯨行為の写真の公開して複数の海外メディアが取り上げています。

反捕鯨団体「シーシェパード」が、日本船籍がオーストラリアの海域で捕鯨を行ったとする写真を公開し、複数の海外メディアが取り上げ注目を集めている。調査捕鯨をめぐっては、1月14日に行われた日本とオーストラリアの首脳会談で、安倍首相が国際的に認められている種類だけを利用するとの立場を説明した一方、ターンブール首相は調査捕鯨に対して反対の態度を表明したと報道されたばかり。写真の公開は物議を醸しそうだが、調査の許可を出す水産庁はハフポスト日本版の電話取材に対し、「正当な調査だ」と説明している。

ハフィントンポスト・オーストラリア版などによると、写真は会談翌日の1月15日に公開された。日本の捕鯨船「日新丸」とされる船のデッキ上に、ミンククジラ1頭が横たわった姿などが写っている。シーシェパードは、捕鯨はオーストラリア海域の南極海で行われ、日本側がミンククジラを捕まえて殺し、ブルーシートで覆って事実を隠そうとしたと主張している。

ガーディアンなどによると、シーシェパードは捕鯨が日本、オーストラリアの首脳会談と同時期に行われたと訴えている。こうした主張が正しければ、クジラの「殺害行為」は、国際司法裁判所が日本の捕鯨行為を違法とする判決を出した2014年以降、初めて確認されたことになるという。BBCは、今回の騒動を受け、オーストラリアのジョシュ・フライデンバーグ環境・エネルギー担当大臣が「捕鯨が調査目的ならば殺す必要はなかった」と述べたと伝えている。フライデンバーグ担当大臣は、「日本が『調査捕鯨』と呼ぶ行為をするために南極海に戻ってきたことに大変失望した」と話している。

今回の騒動を受け、ハフィントンポスト日本版は、捕鯨調査の計画作成や実施許可を出す水産庁の担当者に話を聞いた。

−−シーシェパードが日本の捕鯨写真を公開しました。オーストラリアの海域で現在捕鯨調査をしているのでしょうか?

写真を公開は承知しています。実際に調査をしていますが、国際捕鯨取締条約で認められた正当な活動で、問題はないと考えています。

−−オーストラリア側がクジラを殺したことを問題視していますが…

補殺を伴う調査として研究機関に実施許可を与えています。補殺については、国際捕鯨取締条約の第8条に基づき、加盟国が特別許可を与えられることになっています。

−−2014年に国際司法裁判所で日本の捕鯨行為を違法とする判決が出ましたが、その後も調査を継続していることに問題はないのでしょうか?

確かに違法判決は出ましたが、捕獲するサンプル数の根拠が明確でないといった指摘であり、将来の捕鯨活動を制限するものではありません。2015年秋にサンプル数の根拠を明確にした新しい調査計画を作成し、国際捕鯨委員会に提出しています。

−−一部の海外メディアは、シーシェパードが2014年の判決以降初めて確認された補殺を伴う捕鯨だと主張していると伝えています。

それは誤りです。判決がでたのが2014年3月で、その年の冬は調査を控えていましたが、2015年から2016年にかけて新しい計画に基づいて調査捕鯨を実施しています。

−−安倍首相のオーストラリア訪問と同時期に写真が公開されたことについてどう考えますか?

意図的にやるのであれば、訪問前に公開するのではないでしょうか。偶然ではないかと考えます。
