北朝鮮が6回目の核実験など相次いで挑発を強行している中、韓国の宋永武(ソン・ヨンム)国防相が9月4日、国会国防委員会に出席し、北朝鮮の金正恩朝鮮労働党委員長ら首脳部を暗殺する「斬首作戦部隊」を「12月1日に創設し、実戦配備する」と述べた。韓国の中央日報などが報じた。

斬首作戦とは、北朝鮮が核兵器を使う兆候が見られるなど韓半島(朝鮮半島)有事の際に平壌(ピョンヤン)に秘密裏に進入し、金正恩ら北朝鮮戦争指導部を除去することを意味する。

また、宋氏は「来年末ごろには斬首作戦能力を備えることができるようになるか」という度重なる質問に短く「はい」と答えた。

ただ、宋氏は「政府の政策とは違う」と指摘、政府内で意見が割れていることが鮮明になった。

宋氏はさらに、1991年に在韓米軍から撤去されたとされる戦術核兵器の再配備を「検討しなければならない」と述べた。ただ文在寅大統領はこれまで、北朝鮮の核開発が進展しても「朝鮮半島の非核化を実現する」として、戦術核の再配備や核開発に反対してきた

また、同席した韓国の国防省の幹部は、北朝鮮が今後さらにICBM(大陸間弾道ミサイル)を北太平洋に向けて発射する可能性があると指摘した
